Can't install on debian 9.4

I keep getting error:

Err:15 http://deb.seadrive.org stretch/main i386 Packages
521 Origin Down [IP: 104.18.58.193 80]

And then, when I try to install:

sudo apt install seafile-cli
Reading package lists… Done
Building dependency tree
Reading state information… Done
E: Unable to locate package seafile-cli

deb.seadrive.org is online, check network access.

My network access seems fine

If you access the defined url directly or via curl:
curl http://deb.seadrive.org

You get an error from Cloudflare:
