there is missing info on https://manual.seafile.com/deploy_pro/migrate_from_seafile_community_server.html:
when you previously have configured Seafile to run under another user than root and you do the upgrade with root. some folders (like pro-data) have the wrong permissions and seahub will not start. The file permissions for these folders need to be set correctly first and then everything works fine,
