I have installed Seafile server on my Ubuntu server. However, the SQL server is crash and the database is lost. I think my data file is still OK. What can I do to resume the seafile server without loss any file ?

As long as your libraries are not encrypted you can use https://manual.seafile.com/maintain/seafile_fsck.html (Scroll down to Exporting Libraries to File System)
