SeaDrive 2.0.21 on Windows does not sync new library name after library was renamed on seahub.
Disconnect/Reconnect the account fix the problem.
SeaDrive 2.0.20 on Mac works as expected.

in facts, SeaDrive 2.0.21 on Windows does not sync new library name after library was renamed on seahub, only if there is a least one document from this library open on the client.
I can’t say if there is a better way to works with this situation, seems complicated.
