Seafile.sh start file too short failed to run "ccnet-server -t"

I haven’t seen that error but it might be helpful to get a bit more information on your setup.

Which version of seafile are you trying to run? Has it worked before? Did you perform an upgrade/was it a fresh install? What is your debian version?
