What is the practical significance of USER_NAME and NAME in ccnet.conf?

Documentation does not seem to give very detailed information about the parameters in ccnet.conf.
I just wondered what influence do these parameters have on the behavior of seafile/seahub ?
In other words, if root is the user starting seafile.sh & seahub.sh, can USER_NAME in ccnet.conf be different from root ?

And what difference does it make which NAME is given, for the functioning of seafile ?

Thank you for clarification.

If I am not mistaken that has been deprecated and is no longer used.
