There seems to be a problem with the Cloud File Browser on the Windows Seafile client. After attempting to upload files directly to an encrypted library using the Cloud File Browser, after the upload appears to be complete, the progress bar jumps back to 0% and gets stuck there. Attempting to cancel the upload causes the Seafile client to be terminated.
