I would like to set access permissions to share links (Preview and Download, Preview only or Edit on cloud and download) as described in the Seafile help section “Creating Share Links to Files or Folders”. Is this a pro feature or does it also exist in the CE?

So you are right: Detailed sharing permissions are only available in Seafile PE.
