% in Password leads to problems upgrading Seafile server

Hello,

I have problems upgrading my seafile Server from 7.0.4 to a newer 7.1 Version. I think it is related to a change of reading config files in Python. I have a % in my password and found out, that with the Python ConfigParser % it’s a special character, when interpolation is enabled.

I created a Pull Request on GitHub for that:
/haiwen/seafile-server/pull/332 (add github before that because links are not allowed)
