Now “Error” displayed on libraries. What now?

I have installed from 0 seafile server, and when creating the libraries it appears error in red and it does not let me create.

How do I solve this fault?

windows server 2003 y seafile server

In seahub_settings.py, add the following line may solve the problem

TIME_ZONE = 'UTC'
