Refresh Android gallery after image download

I wish that after downloading a photo, the android app refreshes the gallery so the picture can be found immediately in the gallery.

I’ve implemented it and opened a pull request on GitHub, pleas have a look:

Downloaded files are stored under Android/media/<package>/Seafile/, a location M…ediaStore indexes only when a scan is triggered, so new photos and videos did not show up in the system gallery until the device was rebooted. Notify MediaStore right after a download succeeds: on API 29+ use MediaStore.scanFile(), the documented replacement for the deprecated ACTION_MEDIA_SCANNER_SCAN_FILE broadcast; on API 28 fall back to MediaScannerConnection.scanFile(). Scan failures are logged and never fail an otherwise successful download.
