I could not test it, but the CLI client’s documentation makes no mention of encrypted libraries: https://help.seafile.com/en/syncing_client/linux-cli.html
So I am pretty sure the CLI client does NOT support encrypted libraries.
No, that is not possible with seaf-cli.
But you could use the api to share a library:
